Earlier this year, the Competition Authority decided to treat Google’s Shopping Comparison Services (SCS) on an equal footing. In response, the Competition Authority (TCA) provided a number of measures that would give SCSs the same opportunity as Google Shopping to display shopping ads from retailers and to ensure that the product quality of shopping ads is sustainable for both users and sellers. The measures it presented include a solution similar to those that have been successfully implemented for 3 years with the participation of more than 600 SCSs for shopping in Europe.

Turkey’s competition authority has fined Google 98 million lira. Google announced that it will no longer show shopping ads in Turkish search results after being hit with a heavy fine by the Turkish Competition Authority (TCA) earlier this year for abusing its dominant position in the market.
The TCA said that Google’s algorithm updates for its general search services and Google Ads were complicating other companies’ efforts.

The decisions regarding shopping ads, defined as showing websites selling products in product-related searches, were on the Competition Authority's radar. For these reasons, the Competition Authority warned Google and requested that the ads be removed.

It seems that the Competition Authority warning worked. Google Türkiye has backed down on this issue.

Google said on July 29 that it had offered various solutions to Turkey, continuing with the following words: “In order to comply with the competition authority’s purchase decision in May 2020, we proposed a solution that provides the same access to shopping comparison services (SCS) for these ads and preserves the quality of shopping ads for users and merchants. In this case, Google Shopping Ads in Europe, which is very similar to our solution that was used successfully, is uncertain whether the end of the term will be accepted with the competition committee’s decision on Turkey’s eligibility. In order to preserve the legal framework of our activities, therefore, in order to continue our activities within a legal framework, we unfortunately have no choice but to remove shopping ads from Google search pages in Turkey. We hope to resolve these issues in the coming months and reach an agreement that will allow us to bring shopping ads back to Turkey.”
