So, what could the expression "all that glitters is not gold" possibly mean? As usual, we will break down the expression and look together at the words that make it up.
The word "all", I think it is clear, we use it to designate a totality of something. We say that it is without exception, it is the entirety, the whole, the totality of something, it is everything. There is no exception, it is the totality of something.
The verb "to shine" means to emit a bright light like the sun for example, the sun shines, or to reflect an external light. A light that arrives, that is reflected, well we say that it shines. The sun shines as I said, a flame shines, because both, whether it is the sun or the flame, they emit a bright light.
"Gold" is a yellow, shiny metal. Gold shines. If the sun shines on gold, the light will reflect, so we say that gold shines, it is a shiny metal. And gold has a high commercial value. It is considered a precious metal, so it is very expensive because it is rare. It is gold.
