The prerequisites for undertaking this strategic project

Post by Mitu100@ »

Knowledge of land is a prerequisite for developing a land strategy. Land monitoring and the ability to assess land must be based on detailed knowledge of local situations. National land knowledge tools cannot replace the creation of a local observatory. This is an essential tool for understanding the territorial context (the different markets, the players present in the territory, etc.), for establishing detailed knowledge (at the plot level), for setting up monitoring and evaluation indicators. A lot of data exists, raw or reworked. They require expertise and engineering, even if this knowledge is already partly worked on in saudi arabia phone number list certain tools, the observatories, since it is accessible and can be shared at different scales of the territory (see SCoT, PLU(i), PLH (land component with land reference system), etc.). This assumes the structuring of a cross-functional land engineering service, internal or linked to existing project management assistance tools (urban planning agency, EPF, SCoT support structures, etc.), but also the provision and processing of qualified and updated data.

This engineering must make it possible to deal with the complexities that characterize the land supply. Indeed, land must be distinguished according to its use and the ability of stakeholders to transform or enhance it, but also in relation to its classification in local urban planning documents and whose associated rights are not stable over time.

Thus, land supply, unlike the land resource of a territory, covers a short, medium and long-term approach while excluding land that is constrained for various reasons: exposure to risks, legal status, nature, topography, occupation (nuclear power plant, railways or roads in service, etc.). Land supply, in a context of urban renewal, is therefore characterized by land (private or public domain) occupied or bare but not constrained. It is also conditioned by the uses that will be authorized on these spaces, after integration of the ZAN objectives.
