The difference is in how those plugins are activated . Plugins can be network-activated, so they are active on every site in the network, or they can be activated for individual sites.
Only the network administrator can activate a plugin. Site administrators can activate individual plugins on their own site, but only if the network administrator has given them permission to do so.
As a network administrator, to edit plugin activation permissions, go to Network Administration > Network Settings . Scroll right to the bottom of the screen and check or uncheck the Plugins box next to Enable admin menus .
