After adding each desired IP address, click the OK button to complete the changes.
Once you complete the changes, you can test the rule by trying to connect to the RDP server using an IP outside the desired intervals.
If it fails to connect, then the rule has been successfully applied.

Plugin problem
You can easily determine if a plugin is causing the problem by temporarily disabling plugins. When a plugin is an issue, it is unlikely that you will be able to access the WordPress admin panel to disable the plugin. The dashboard can be accessed by going to your WordPress blog and adding /wp-admin/ to the end of the URL.
