Today, JSC ROST-PROEKT is a multidisciplinary design and survey institute operating in various regions of Russia. The main activities of the organization include: survey work, design of roads, bridges and overpasses, author's supervision and construction control.

Rost-Proekt faced the need to implement information modeling in 2021 after the publication phone numbers in uae of RF Government Resolution No. 331 "On establishing cases in which the developer, technical customer, person providing or preparing investment justification, and (or) person responsible for the operation of a capital construction project ensure the formation and maintenance of an information model of a capital construction project." When customers, in accordance with RF Government Resolution No. 331, began to include in the technical assignment for design a requirement for the provision of information models, the management of Rost-Proekt decided to create a special working group to master these requirements. It included Ekaterina Kuznetsova herself, as a representative of the road department, the Chief Project Engineer of the bridge division and the head of the engineering survey group.

The experts understood that in addition to understanding the topic, they had to formulate a strategy for implementing TIM into their work.

Step #1: Terminology
The first thing the group's specialists did was define the terms. The English-language abbreviation deciphered as many as three options: Building Information Model (digital information model, CIM), Building Information Modeling (digital information modeling) and Building Information Management (building information management). A little later, a definition of the abbreviation TIM appeared from the glossary of the Ministry of Construction. But it also did not give a clear idea of ​​the technology.

According to Ekaterina, the group only had a general understanding that this was some kind of information in the form of digital information models and other electronic documents.

Step #2: Standards
After defining the terminology, the experts decided to establish what exactly information modeling technologies are needed for and turned to SP 404.1325800.2018 "Information Modeling in Construction". According to paragraph 3.1.5, " the task of applying information modeling: A method for applying information modeling at various stages of the life cycle of an object to achieve one or more goals of an investment and construction project."

However, this definition did not bring any more clarity, so the group decided to return to the English-language decoding of the abbreviation - Building Information Model (CIM) and began to master the tools for its creation.
